One of the important fields in urban management is the way the city councils works in reviewing and approving statutes. The importance of this field is about the various effects of these approvals on aspects of citizens' lives. Also, considering the paradigm of actual participation of stakeholders in the decision-making process and the fact that in Iran's urban planning system, city council members, as elected representatives of the people, to make decisions about various urban issues and challenges, examine and Paying attention to this field has a twice necessity. For this reason, this research, by adopting a pragmatic approach, sought to investigate a real decision-making experience in the Tehran city Council so that the process of compiling, reviewing and approving an idea in the city council can be discussed and investigated in a practical way. In order to achieve this goal, the researchers have used the methods of content analysis, document study and story-telling to review the literature of this field, the analysis of existing documents, as well as the backgrounds, margins and practical processes carried out to compile, review and approve the desired statute. The results of this research indicate that the pragmatic approach should be given more attention in the process of reviewing the plans, programs and approvals about cities and urban development. Adopting this approach and paying attention to the real experiences of the field of action will make theorists realize that the stakeholders in cities have hidden powers that can create an urban plan disrupted or on the other hand, can improve its performance. Also, the processes related to urban management, regardless of all its effective dimensions on cities, have created many concerns for the power institutions, which requires special abilities for urban planners to interact with them.
